On January 31, 2025, the Community Service & Reentry Division's Homeless Outreach Proactive Enforcement Team (H.O.P.E.) carried out "Operation Shelter Me" in the unincorporated areas of San Bernardino and nearby communities. The operation aimed to engage with unhoused residents and provide them access to housing, medical care, and mental health treatment services. A particular focus was placed on individuals experiencing significant mental illnesses, with efforts made to connect them to appropriate restorative mental health pathways.
During this outreach initiative, the H.O.P.E. Team located 27 individuals experiencing homelessness. Of these, 19 received referrals to assistance programs while two were connected with follow-up professional services.
In June 2023, San Bernardino County implemented Laura's Law, also known as Assisted Outpatient Treatment (AOT). This law facilitates court-ordered community treatment for those with histories of hospitalization, incarceration, or violence. However, no candidates for assisted outpatient treatment were identified during this operation.
The H.O.P.E. Team plans to continue similar operations across the county over the next year utilizing "Community Concerns" funding approved by the County Board of Supervisors. This funding allows the Sheriff's Department to address issues like homelessness and mental illness affecting county residents.
