On October 4, 2024, the Community Service & Reentry Division's Homeless Outreach Proactive Enforcement Team (H.O.P.E.) conducted "Operation Shelter Me" in Victorville and nearby areas. The operation aimed to connect with unhoused residents and offer them housing, medical, and mental health services. A particular focus was placed on individuals with significant mental illnesses to link them to restorative mental health pathways.
During the operation, the H.O.P.E. Team identified 93 individuals experiencing homelessness. Out of these, 54 were referred to assistance programs, while 20 received follow-up professional services. Additionally, two families comprising four individuals were connected to housing solutions.
San Bernardino County adopted Laura’s Law in June 2023. This law provides court-ordered community treatment for those with histories of hospitalization or incarceration and violent behavior towards themselves or others. During this outreach effort, one individual was identified as a potential candidate for assisted outpatient treatment under Laura’s Law.
The H.O.P.E. Team plans to continue similar operations throughout the county over the next year using "Community Concerns" funding approved by the County Board of Supervisors. This funding allows resources to be directed toward addressing issues like homelessness and mental illness.
