Between November 23 and December 21, 2024, a targeted crime suppression initiative known as "Operation Smash and Grab" was conducted across shopping districts in San Bernardino County. This operation involved the San Bernardino County Sheriff’s Department's Gangs/Narcotics Division, along with several other agencies including the San Bernardino County Probation Department, Homeland Security Investigations, the California Highway Patrol, and the San Bernardino Police Department.

The operation resulted in 38 felony arrests and 84 misdemeanor arrests. Additionally, investigators recovered property valued at $26,710.49. Numerous traffic enforcement stops and pedestrian checks were also conducted during this period.

On November 5, 2024, California voters approved Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” This proposition became effective on December 18, 2024. It introduces reforms to laws previously established by Proposition 47. These changes address issues related to homelessness, drug addiction, and theft. Proposition 36 provides new Penal and Health and Safety Codes which deputies can apply during arrests where applicable. The new charges under this proposition can lead to enhanced sentencing and prevent offenders from being released prior to their court appearance. Seven of the felony arrests made during Operation Smash & Grab fell under these new regulations.

Concerns regarding rising thefts at retail stores led to the initiation of Operation Smash & Grab in November 2023 by the San Bernardino County Sheriff’s Department. These thefts often involve organized groups engaging in robberies, burglaries, shelf sweeps, and acts of vandalism. Such activities have created an unsafe environment for shoppers in areas like Rancho Cucamonga, Apple Valley, Hesperia, Victorville, and Chino Hills.

Efforts during this operation focused on disrupting these criminal groups using both conventional and unconventional investigative techniques. The San Bernardino County Board of Supervisors has allocated funds to enhance county-wide crime suppression efforts. This funding aims to bolster law enforcement services addressing quality-of-life issues affecting local communities.
