In response to a request for information from the Board of State and Community Corrections Bureaus (BSCC) in July 2024, California sheriffs and probation departments provided data regarding opioid introduction into correctional facilities. The survey revealed that 47% of opioids were delivered through incoming mail for incarcerated individuals, 46% were introduced by new arrestees, and less than 1% by affiliated employees. Additionally, there was a reported 99% success rate in interventions using opioid antagonists.
The San Bernardino County Sheriff’s Department has implemented measures to combat the introduction of opioids in correctional facilities. These include scanning and testing incoming mail, utilizing narcotic K9 detection, conducting random facility searches, and employing body scanners at intake areas. The department is also exploring additional resources to prevent illegal contraband entry.
Medical emergencies related to overdoses are addressed with Narcan, available in both intravenous and nasal forms. Deputy sheriffs are trained to administer Narcan, which is accessible in all housing units. From January 1, 2024, medical staff used Narcan 81 times to save lives.
