Lethal Force Encounter Occurs When Deputies Respond to Home Where a Woman was Assaulted

A lethal force encounter unfolded on April 29, 2024, in Apple Valley, when deputies responded to a distress call at a residence on Pocahontas Street. According to the report, a 69-year-old woman had been assaulted, leading to a dramatic escalation of events.

Upon arrival at the scene, deputies encountered the suspect, identified as 71-year-old Thoren Rand, armed with both a knife and a firearm. Despite repeated commands to drop the weapons, Rand refused to comply, resulting in a fatal confrontation. The Sheriff’s Specialized Investigations Division – Homicide Detail took over the investigation, revealing that Rand had physically assaulted and shot the victim.

The victim was swiftly taken to a hospital where she is currently in stable condition. Meanwhile, Rand is under hospital care and is being held in custody by the San Bernardino County Sheriff’s Department on a bail amount of $1,000,000.
