At the March 21 Redlands City Council meeting, City Council Member Mario Saucedo, on behalf of the entire Council, presented a proclamation declaring March 31, 2023, as Cesar E. Chavez Day in the City of Redlands to Jerry Coyazo and the Hispanic Caucus Teamster Local 1932.

At the meeting the City Council, with Council Member Jenna Guzman-Lowery absent, also took the following actions:

• Rejected a plan to move the Downtown’s Morning Market off of State Street, with the majority of Council Members believing that the City should allow more time to evaluate the current configuration;

• By a 3-1 vote, with Council Member Davis dissenting, approved an ordinance setting health and safety standards as well as permit, license and insurance requirements for sidewalk vendors. The ordinance limits areas and times for vendors in two categories – stationary and roaming vendors. The ordinance would levy fines for violations but also includes provisions for hardship, allowing fines to be reduced or other arrangement to be considered;

• Continued discussion of an amendment to the City’s Flag Display Policy that would add the Rainbow Pride Flag during the month of June to approved flags, including the flags of the United States, State of California, the City and the POW flag, that may be displayed at City Hall. The Council was divided on the policy and continued the discussion to allow Council Member Guzman-Lowery to participate;

• Approved a request for in-kind support in the amount of $92,524 and authorized street closures for the Redlands Bicycle Classic April 14-16;

• Appointed new members to the Street Tree Committee and the Airport Advisory Board;

• Received annual reports from the A.K. Smiley Public Library Board of Trustees and the Measure T Citizens’ Oversight Committee;

• Authorized the purchase of 22 acres adjacent to the City’s existing Sunset Reservoir which will allow the City to expand its current water storage capacity and to replace the existing reservoir with a reservoir that meets modern seismic standards.
