Reelected City Council Members Denise Davis (District 1) and Paul Barich (District 5) and newly elected Council Member Mario Saucedo (District 3) were sworn in following certification of the November election results by City Clerk Jeanne Donaldson Tuesday evening. Prior to the swearing in, the City Council recognized outgoing Council Member Mick Gallagher for his service to the City.
The newly seated Council then elected Eddie Tejeda to serve as Mayor and Paul Barich as Mayor Pro Tem for a two-year term.
During the meeting, the City Council discussed a recommendation by Mayor Eddie Tejeda to adopt a procedure for making appointments to fill future City Council vacancies should they occur. The proposed resolution would change the appointment process to require that the City Council first consider the appointment of any interested former City Council member who lives in the district of the vacated seat. If no eligible former City Council member expresses interest, the process would then be opened to any interested resident living in the district. Interested residents would submit an application and participate in an interview process conducted by the City Council in an open meeting. The appointment would be made by the City Council at a special meeting. After a lengthy discussion, the Council voted to take no action on the recommendation.
The Council also discussed a resolution to change the process for selecting the mayor and mayor pro tem, which would adopt a seniority-based rotation in which the most senior member who has not already served as mayor is appointed mayor and the second most senior member is appointed mayor pro tem. At the end of the term, the mayor pro tem would rotate into the role of mayor. The resolution includes an “opt-out” clause, allowing a Council Member to decline to serve as mayor. After lengthy discussion, the Council, by a 4-1 vote, adopted an amended resolution changing the proposed one-year terms to two years.
In other actions, the City Council:
• Appointed Marc Shaw and Rich Smith to four-year terms on the Planning Commission, replacing outgoing members Joe Richardson and Mario Saucedo, whose terms expire on Jan. 6, 2023;
• Reappointed Kurt Heidelberg, Dr. Lauren Weiss Bricker and Steven Holm to four-year terms on the Historic and Scenic Preservation Commission;
• Appointed Kevin Morningstar and Bill Waddell to four-year terms on the Traffic and Parking Commission;
• Reappointed Danielle Giudici-Wallis to a four-year term on the Cultural Arts Commission;
• Reappointed William D. Hatfield and Kate Pretorius to three-year terms on the Library Board of Trustees;
• Approved a contribution of in-kind support for use of the Redlands Sports Park by AYSO in the amount of $66,584. The acceptance of in-kind support will allow AYSO to continue using all eight of the sports park’s fields from 4:30 p.m. to 10 p.m. Monday through Friday, and from 6 a.m. to 10 p.m. Saturday and Sunday (a total of 476 hours per week) and exclusive use of the snack bar at the same annual rent the organization paid under its previous contract while the City and AYSO negotiate a new agreement.
