Colton man arrested for drug possession at Glen Helen Rehabilitation Center

On May 2, 2025, deputies arrested Richard Minks, a 54-year-old resident of Colton, for possession of suspected methamphetamine on jail property. The incident occurred at the Glen Helen Rehabilitation Center/Work Release located on Institution Road. Deputy Ramirez and Deputy Strathmann were conducting a routine safety check in the Work Release parking lot when they observed an SUV committing a vehicle code violation.

Upon investigation, it was determined that one of the vehicle’s occupants was on probation for assault with a deadly weapon. A search led to the discovery of a glass pipe with a white coating of suspected methamphetamine and a clear plastic baggie containing approximately one gram of suspected methamphetamine. These items were attributed to Minks.

Further examination during booking revealed another plastic baggie containing about six grams of suspected methamphetamine hidden in Minks’ shoe. Consequently, Minks was charged under PC 4573(a) for possession of drugs on jail property and H&S 11395(b)(1), which is a treatment-mandated felony due to his two prior drug-related convictions.

This arrest falls under Proposition 36, known as “The Homelessness, Drug Addiction and Theft Reduction Act,” passed by California voters on November 5, 2024. This legislation aims to address issues stemming from previous laws like Proposition 47 by implementing enhanced sentencing measures and preventing offenders from being released before their court appearances.

The San Bernardino County Board of Supervisors supports the Sheriff in administering the Work Release program designed to provide manual labor while allowing inmates to maintain community ties and employment. Participants may also opt for Glen Helen Rehabilitation Center’s Electronic Confinement Program (ECP). The Work Release division ensures compliance with California State Laws to uphold community safety.
